The Municipal Infrastructure Support Agent (MISA) invites applications from suitably qualified and motivated individuals for the Permanent Supply Chain Clerk position at its Head Office in Centurion.

About MISA
The Municipal Infrastructure Support Agent (MISA) is a government component under the Department of Cooperative Governance (DCoG). Its mandate is to strengthen the capacity of municipalities to plan, deliver, operate, and maintain municipal infrastructure effectively.
MISA provides both technical and strategic support to local government institutions, focusing on improving service delivery in sectors such as water, sanitation, roads, and other essential infrastructure services.
The organization plays a vital role in ensuring that procurement processes are transparent, efficient, and compliant with legislation and financial regulations. As a Supply Chain Clerk, you will help ensure that public funds are used responsibly and that suppliers are appointed fairly and cost-effectively.
Minimum Requirements
Applicants must possess the following qualifications and skills:
- A Senior Certificate (Grade 12) or an equivalent qualification recognized by the South African Qualifications Authority (SAQA).
- A qualification in Supply Chain Management, Procurement, Finance, or Business Administration will be an added advantage (not mandatory).
- At least 1–2 years of relevant experience in supply chain or procurement-related work within a government department, municipality, or public entity will be advantageous.

- Sound knowledge of public sector procurement processes, including bid specifications, evaluation criteria, and contract management.
- Understanding of Treasury Regulations (8.2.3) governing public procurement procedures.
- Familiarity with the Preferential Procurement Policy Framework Act (PPPFA) and its regulations supporting transformation and empowerment.
- Knowledge of the Public Finance Management Act (PFMA) and National Treasury Guidelines related to financial governance.
- Basic understanding of record management and audit compliance for procurement documentation.
Key Duties and Responsibilities
The Supply Chain Clerk will provide administrative and operational support within the Supply Chain Management (SCM) Unit. Duties include, but are not limited to:
1. Secretariat Support
- Provide administrative assistance during Bid Specification, Evaluation, and Adjudication Committee meetings.
- Record minutes, monitor resolutions, and maintain proper filing of all documentation.
- Assist in preparing submissions for contract awards and provide logistical support for evaluations.
2. Supplier Database Management
- Maintain and regularly update the supplier database to ensure accuracy and compliance.
- Verify supplier details to ensure that only accredited and tax-compliant suppliers are considered.
3. Procurement Administration
- Request and receive quotations from registered suppliers in line with SCM regulations.
- Capture procurement requisitions and specifications on the electronic purchasing system (Logis) or equivalent platform.
- Process purchase orders, maintain procurement registers, and ensure all documentation is audit-ready.
4. Bid and Tender Management
- Issue bid documents to service providers and manage receipt of submissions before the closing date.
- Ensure secure handling of bid documents and adherence to deadlines.
- Assist in compiling bid evaluation reports for internal review and approval.
5. Record-Keeping and Reporting
- Maintain accurate procurement and contract records.
- Support internal and external audits by providing required documentation.
- Compile regular reports on SCM activities and compliance matters.
